I'm afraid that making text scroll is not on topic for this list 
since it is actually an issue of behaviour, which means for most 
purposes, javascript.

css-d is for the discussion of the practical application of css, not 
web standards, not accessibility, and certainly not javascript.

Your question would be better suited to more general web lists such 
as evolt's theList or webdesign-l, details for both of which can be 
found on the Off Topic page of css-d's wiki:
