Does this help?
1. add clear: left to .lowerlinksbox to arrange divs down the page.
2. add .lowerlinksbox ul { display:inline } to change list to horizontal.
3. add float:left to .lowerlinksbox li
4. change .lowerlinksbox width to 100%
I did not have time to complete the solution and edited the css via FF web
dev extension - but this may put you on the right track?
