Hi Brian,
Styling legends is quite difficult... [1]
In your case, we have a bit lack of information. The display of a 
fieldset is rather dependent of other things in the html/css than you 
provided us.
For instance the doctype has influences, and the general settings of 
margins, paddings, font-sizes and so on.
So if possible, a link to an uploaded testpage with the whole css/html 
can give more specific replies.

In the meantime, I made some testpages - anyway it seems no good to have 
a fixed style: then it's going wrong if the visitor doesn't have the 
browser settings the same as yours... But there is light! :-)
