Just quickly looking-over you code, I see this as a potential prob:

padding:0px;
margin:0px;
font:10px Verdana, Arial, Helvetica, sans-serif;
color:#000000;
height: 100%;
}
I am thinking height:100%; could be causing IE to do weird things.
Maybe? Maybe not?
I only looked over your code quickly, so I could be missing the real
problem.
