It isn't.  It is however much abused and often used when another
semantic tag would do a lot better IMO.  <span style="font-weight:
bold;">xxx</span> for example, is a travesty.  SPAN is badly overused
but by no means obsolete.  It provides a way of grouping inline
elements or text when no appropriately semantic other inline tag
exists for a particular purpose.
