Hey Mike,

A couple thoughts - 1) You can't stack a background image over top an 
image that sits on the HTML. The jpg in your HTML  will always take 
precedence regardless of stacking order. (I think). And 2), are you 
sure you want the thistle image to sit over top the sea coast image 
anyway because the thistle image has the blue background, it wouldn't 
be just the thistles that overlap. And finally 3), one option may be 
to edit the overlap into your header1.jpg and then visually connect 
that with the background image by positioning?.
