Hi Diona,
I've got a hunch that it's something to do with the time it takes to 
render the page, so it spits out the html and perhaps positions the 
textarea before it applies the rest of the css dimensions i.e. the 
height  of the content before the form in your demo. It's the only 
explanation i can come up with anyway but knowing IE6 seems the most 
likely to me.

Someone correct me if i'm wrong.
