Same problem in IE6 - IE doesn't understand what to dimension in
relation to.
This might work...
body { margin: 0px; height: 100%; width: 100%;}
...or you may have better luck running IE6/7 in quirks mode, since they
obviously are a bit more up to the task when not in standard mode.
