The dotted box is the focus that appears on the current link. If you tab around the browser, you will notice that this moves to each link. There is not a simple way to remove this. And if you do, you may have a usability/accessibility problem.
There is a solution available on CSSPlay at Removing active/focus state borders (http://www.cssplay.co.uk/menu/nodots.html). But this seems more complicated than what it's worth, IMHO.
