http://css-discuss.incutio.com/?page=AnyColumnLongest has a good list of related links; maybe it'll help. The padding/margin hack's not really all that bad, but it does annoy me knowing it won't work if you have an unreasonably enormous column (or just some anchors for that matter). ;-)
For the sticky footer, assuming it's actually possible, I'd think you'd want to put everything in a wrapper div with min-height 100% (or <gasp> a table). I've mulled this over myself a few times but haven't actually played with it.
