The problem here is CSS specificity. Your ".smallcaption" class is overridden
by the ".article p" which also sets the font size. If you change your
".smallcaption" to "p.smallcaption" or add another version such as ".article p
.smallcaption", your problem will be solved.

Change your a:hover to remove the bottom border as follows:
a:hover {
border-bottom:0;
text-decoration:none;
