I can confirm this. It jumps to the right on hover (footer link), it 
jumps back to the left on hover (text link).

The container #index_body is positioned relatively, but has no layout.

#index-body gets layout via zoom:1;

Wait a moment - with this fix, the rotating flash-thing stops turning 
... just kidding.
