It's problematic because you can't control the spacing or alignment of 
it at all. Which is too bad, because the nice thing about 
list-style-image is that if the user has images turned off, she gets 
regular bullets instead.

Yep, this is the standard way to do it. You'll need to suppress the 
bullets on the ul element, which means that if the user doesn't have 
images on she won't see any bullets. But this is usually not a showstopper.
