I think it may be a win/IE 3px jog-- corrected in IE7.0 (I think).
One fix is:
/* Hides from IE5-mac \*/
* html #content {height: 1%;}
/* End hide from IE5-mac */
Closed the gap for me in IE6.0 (local :: xp)
