On person suggested that I use a headline element not only because it was a block level element, but also because the text in question is actually a header for the list below it. Identifying it as such makes it easier for people with "assistive technology" to navigate the site. Not to mention that's the whole point of semantic mark up, I guess.
However, whether or not I picked anywhere from <h1> to <h6> seemed to be open to my preference, since the headline tag was going to be heavily formatted within the context of the menus anyway.
