Welcome to the list, Marcel.

I don't like to talk much about a third party page. Your iframed page 
would not gain much with simulating frames, I think.

A browser's viewport already has a horizontal and vertical scrollbar, 
and works pretty good for what it is supposed to do: performing a window 
to content of varying size.

A CSS page could consist of a header, two columns (if at all), maybe a 
footerStickAlt-Type footer. And this is not necessarily related to the 
author's professional status.

I do not see technical reasons why some css+javascript-augmented windows 
nested inside a real browser-window should be a better choice for you.

But since you like the third party layout: studying foreign code does 
help, copying doesn't. I don't know if there is a more objective way to 
answer.
