I am having a lot of trouble with link styling and header positioning.  The
styles do not display correctly.  Even more confusing to me is that they
display (mostly) as I expect in IE6, but not in Firefox 2.

I have been able to get the navigation links to display as I intend if I
embed the link styling.  However, the link styling for the footer and main
content area have now also changed.  Why?  There is a bit of JavaScript on
the Index page, but removing it with its source code did not make any
difference.

In addition, I have a strange intermittent header position issue.  The
headers are either 16 pixels too low, or if I correct that (top:-16px;) then
it is too high by 16 pixels the next time I load it.  And, no surprise, also
displays differently on IE6 than it does on Firefox 2.  

The active pages of this layout-in-process are index.html, about_us.html,
location.html, and the external link for the preschool.

All pass CSS validation, except for the few lines that have adjustments for
IE.  The two lower level pages pass HTML validation.  The index page
validation gets a lot of errors from the JavaScript source code.  The
JavaScript code is not a recent revision.  It came with the project.
