Fluid Horizontal Menu

I am emulating a table based layout (corporate guideline) and created a 
fluid horizontal menu.
It different to what I have seen in that it must satisfy all the 
following:
- stretch to 100% when browser viewport wider than menu
- When browser width is smaller than menu, scrolling the viewport across 
will show menu correctly
- cannot set width/min-width because menu is dynamically generated

Was hoping I could get some comments, and maybe learn a few things I 
couldn't work out 
(e.g. why i needed to comment out whitespace for non-IE, why IE was 
collapsing)
