I removed "disable='true'" from the second style sheet, changed the "rel" to
read "alternate" and added the title to indicate it is the alternate style
sheet- still getting the box down effect. 

Now reads:
<link href="newcss2.css" type="text/css" rel="stylesheet">
<link href="mvltnew.css" type="text/css" rel="alternate" title="big text">

...Don't look at the rest of the site... in fact, don't look at the design
at all, please! ; )

Couple of thoughts. You have mark up errors so go sort these first.

Have you checked the style sheets individually?

Having looked at the site I cannot see the fault.

I note however, that the home page is aligned left and rest of site is
aligned center. Different style sheets?
