I reckon that if it is table based, you can build with a CSS layout. I have
just rebuilt a table based design (neat but different on every page) and
rebuilt using CSS. It wasn't easy and I reckon that if I did it again it
would be even neater HTML wise.

Lots of folks who use Dreamweaver rely on tables and there are lots of
really excellent designers who don't have a clue about valid html far less
CSS.
I guess it was ever thus.
