Nope. (Okay, not that I know of.) Different browser/speed of the wind/OS combinations seem to handle list bullets very differently. Which makes this 'necessary markup' rather than 'extraneous markup', yes? ;) Maybe it's just me, but I've never thought of this before, yet I've seen it asked here twice in the past week.
