Netscape 4.x supported JSSS, which lost out to CSS. JSSS depended on
JS so it didn't work if JS was disabled. I gather that the CSS support
in NS4.x was emulation layer on top of JSSS, which is one reason it
was so broken (and didn't work without JS support).

As far as I know, no other browser implemented JSSS or suffered from
the same dependency.
