On initial load in IE5.5, there is only what looks like a horizontal 
rule about a fourth of the way down, a little short gray stub toward the 
bottom, and a narrow band of your background pattern on the left and 
bottom sides. No text or graphics.

Same results on reloading.

In your CSS, why do you have #footer defined twice? And why do you have 
all those nicely-ID's DIVs stuck inside a table cell????
