Hi, Kristina... I think making use of background color, or even better to me, setting background images, usually are a great way to enhance the look of a page and control the user experience.
Concerning the nature of your post... I think "best practice" CSS discussions of a more general nature like your question about whether or not to make use of the background in design is important to this list. A discussion of *whether* something should be done should always proceed a technical discussion of *how* something should be done. To segregate the two types of discussion makes us simply technicians with no soul for design...and that would be at odds with the purpose of CSS in the first place. Just my .02 ...
