Such a behaviour seems more likely to be caused by javascript then by CSS
(even if the IE7 zoom has a lot of problems by itself, ad David Laakso just
mentioned :-)

Indeed removing your "highlight scroller II" script the problem disappears.
And if you look carefully while the script is active, the "bounce back to
the center" occurs when that script refresh the ticker content.
At the moment I don't know why there is such interation between the IE7 zoom
and that js.
