Yes, it seems that the last test in that page is one of the few cases where IE7 quirks mode differs from IE6 quirks mode. And IE8 quirks mode follows IE7, not IE6. I've seen a couple of other cases (not related to parsing/selectors problems but to rendering) where IE8 quirks is equal to IE7 quirks when this differs from IE6 quirks.
