NAICT, Opera & IE match each other, but both Gecko and Webkit do their own
things:

I have all 4 of those browsers set entirely to defaults, except for replacing
all instances of Courier* with DejaVu Sans Mono.

FWIW, in case you haven't noticed, Consolas tends to render narrower than
other monospace fonts, while most monospace fonts match in width at most
sizes. Whether it does or not depends on the particular font compared to,
DPI, the size being compared, and possibly the rendering engine of the OS.
