There is no effective way, even the js solutions I can think of are 
hacky and spotty at best, to adjust font-sizing based on whether or not 
a certain font is being used.  Perhaps Tahoma might give you better 
results than Verdana as it is narrower than verdana.  If you are sizing 
elements on ems the layout should be able to adjust to different em 
width fonts fairly easily.

If the client / designer is being silly regarding the pixel perfectness 
of his/her layouts.  Perhaps remind this person of font resizing and 
different default font sizes will muck with a layout that is dependant 
on a font that is quite new and only a default for vista I think.  I for 
one know 3 people who have different default fonts sizes / regularily 
use font scaling.
