David - thank you! I made all the changes you suggested:

The top banner is still moving around and now there's extra space 
below the banner. Otherwise - very close to what I want. The other 
trick is that it has to match all the other 3 column pages (see any 
link from left sidebar). Is there any easy way to solve these last 
few problems? thanks so much, Carol
