Hi Andrew, This is not actually CSS, though CSS is certainly implemented for the look and feel. Aside from some pseudo-element styling, moving elements on the fly is not possible with CSS (that I'm aware of). The BBC folks (and similar sites) are using javascript. In BBC's case, JQuery is used to accomplish the drag-and-drop functions (as well as others, no doubt). More information about JQuery can be found here: http://jquery.com/ Hope it helps!
