As you suggest / fear, I don't think this is possible. Setting "height: 100%" to the 'a' will only have an effect if its containing block (i.e. the 'td') has an explicitly set height (see http://www.w3.org/TR/REC-CSS2/visudet.html#propdef-height). I'm sure there's a good reason for this.
