I would just take your PSD of the desired look-and-feel, minus the text, and use it to make one giant bacground image.
Then just position your content, absolutely or otherwise, over the boxes where you want it. The big "blue bar" strikes me as kind of an odd user interface, and not necessarily worth all the time and effort.
