Look at this modification of your mock-up that I've annotated and see
that this is a pretty simple layout, really.

Three gif images that shouldn't be that large in file size should do
it.  If the horizontal dimensions are fixed, those would be very easy.
 For the vertical or horizontal images to accommodate varying
dimensions then you'd just create the background images to repeat at
some interval and use a css rule to apply repeat-x or repeat-y on
those backgrounds.

No actual borders were harmed in the creation of this web mock-up.
