Hmmm, I've not encountered that. But I use a wev app every day at work
that uses a frame structure, and in one of the panes, it's possible to
drag the contents of the pane up outside the viewable area of the pane.
This only happens in IE6.

Can't think of anything in CSS that would stop that - I'd think it 
impossible to interact with a background image in the first place.
