This does not address your original problem regarding a "lined paper" effect, but an alternative to image replacement could be Cufon in conjunction with @font-face: http://kilianvalkhof.com/2009/css-xhtml/combining-cufon-and-font-face/ I tried it and found setting up @font-face for IE relatively easy, not the hassle that some implementers describe.
