I got it finally. I had switched the elements around.:

#navmenu a {
   background-color: #3173B1;
   padding: 10px 10px;  
   color: #FFFFFF;
   text-decoration: none;
}
                        
#navmenu a:hover {
   background-color: #555555;
   color: #FFFFFF;
}                       

#navmenu li .active {
  background-color: #555555;
}
