You need to set the links to be display: block so that they fill up  
the space in the <li>. IE6 only recognizes :hover on <a> (unless you  
use some javascript trickery).

I'm assuming that you don't want the search form to be poking out the  
side of the header. Elements that are absolutely positioned are  
positioned in relation to their nearest positioned ancestor (either  
relative or absolute) or the body if no ancestor is positioned. Set  
#header to be position relative and your search box will be able to be  
positioned in relation to that.
