I don't know what you mean by "exactly", but on a 72 DPI display any given
image will be exactly 4 times the size (twice as tall and twice as wide,
width times height) of that exact same image on a 144 DPI display if rendered
at its native pixel size.

If you want to maintain a reasonable relationship between an image and its
surrounding text across a sane range of resolutions, you'll need to size the
image in em.
