I'd say with JS on it does not work that well either.
These sub-links are "accessible" because they appear in the document, but in
a paragraph at the bottom of the content area (not in the context of a
menu). SE would find these pages, but many users may miss them. I think
keyboard users may easily miss this "concept" and will not recognize the
links as a navigation "mechanism" (besides, they could appear below the
fold). 
And the text of these links is not explicit as it is in sub menus that show
on mouseover (the in-page links use only the words "men", "women" and
"children" with no reference to "Hats" or "Outerwear"), same text links
pointing to different resources. Actually, it would make more sense if the
links in the content area were *more* explicit than the ones in the
navigation bar, since - unlike in the nav - there is no top level item to
give context.
Also, screen-reader users won't treat these links the same as links in
lists.
Anyway, this is getting OT...
