If FF 3 it looks fine but according to browsershots 
(http://browsershots.org/http://www.peelregion.ca/pathways/ 
), it appears IE 6 slides everything below the header to the right.

It's interesting that the columns float right instead of float left. I  
ran the page through the w3 markup validator 
(http://validator.w3.org/check?uri=http%3A%2F%2Fwww.peelregion.ca%2Fpathways%2F&charset=%28detect+automatically%29&doctype=Inline&group=0
 
) and I don't see any major errors but maybe try fixing the minor ones  
if you can. That always seems to help.
