I layup pages like this:

I would like to layup the pages so that the text beginning with

">>>"

or

">>" etc.

line quotes could have a width similar to the other text a human
reader sees; in other words the quoted text could have variable
length, without pushing the ">>" marks off the left margin mixing it
in with the text.  At present all I know to do is use a <pre>, or a
<br /> at the end of the line, but both of these solutions force a
fixed length text presentation.

What I would like to be able to do is use text or images of ">" ">>"
">>>" etc and fill some type of invisible box on the left with that
text or image block using some type of repeat (so the ">" quotes
extend the height of the text but no further).  My problem is that I
don't know how to prevent the filled box from expanding infinitely
beyond the text it is "quoting".  CSS and/or HTML including possibly
table solutions are all fine, if anything works.  (I don't know java
and would prefer not to use it in any case).

I am new to css (and slow, and old, and have a fulltime job unrelated
to web development), so there will be a very long delay (for testing
etc) between the time I receive a suggestion and the time I return
with a thanks or further questions.
