Yeah, Tim the cache busting in that article was what I was talking about,
currently we use a query string, and its not automated we just put it into
our templates when we deploy a file that references a large amount or
important css changes/bug fixes.

I'll take a look at Juicer, thanks a lot for the suggestion and any others
are appreciated.
