I'm a bit at loss at that you are trying to say here. Could you point to some test case(s) that illustrate your problem ? I personally don't remember ever running into issues wih compliant browsers. The spec text seems quite clear to me [1]. And yes, it is well documented that IE 6 & 7 have issues (ahem) with pulling something out of a block when 'hasLayout' is true (negative margins; negative offset - left, top; text indent). Remember, 'hasLayout' is a black box out of which nothing can escape.
