Mac BookPro [116.5dpi] OS X 10.4 most any browser at all  at -1, -2, or 
-3 font-scaling reproduces the issue shown in your screenshot.

By far and away the vast majority of sites on the Web break with "cruel 
and unusual treatment" [also known as "Welcome to the World Wide Web," 
and basic "stress-testing"]. This might include, but is not necessarily 
just limited too, testing at up and down font-scaling, testing at 
minimum font-size at 16, 24, and 36; and, so on...
