This is an excellent resource for information on cross-email-client support for 
HTML:

In fact, there's a mention of poor support for margin/padding in outlook 2007:

and an example of no margin support which looks very like what you're seeing:

As already mentioned, HTML emails are horrible to work with; however much it 
pains you, you're actually better off using tables for layout and just coming 
to terms with this through gritted teeth.
