Interestingly, another user of the list here emailed me (thank you
Tim) to say that this problem wasn't present in an earlier "Platform
Preview" build of IE9 (1.9.7766.6000, which is basically
9.0.7766.6000), a build that lacks support for the html5 audio tags
(and thus shows their alt text), but my slightly more recent "Platform
Preview" build (1.9.7874.6000 / IE9 v.9.0.7874.6000) does show the
float problem (and has working audio tags).
You can replicate this behavior that Tim saw in his Platform Preview
by telling the IE9 beta to use IE8 Standards Mode as the Document Mode
(under developer tools).
Not sure what I expecting to see, since IE8 does not have the bug.
This still appears to be a bug... possibly with how the overflow is
handled? And one that was apparently introduced between those builds
(and is still present in 9.0.7930.16406).
If someone wants to see if IE9 preview has the bug, please see the test
case below. I have IE9 preview which I can not uninstall and I don't
trust IE9 preview now since I now have IE9 beta and this bug [1] is not
present anymore in my IE9 preview.
What I really want to determine is whether or not this was an actual
error on my part, or an actual bug in IE9, and from what I can tell,
it appears to be the latter.

One way to tell is create a test case.

From this test it seems that you can not use margin auto along with
overflow hidden and still have a block beside a float. This bug happens
no matter which way the float floats.
The fix to avoid the bug is to not have this,
margin: 0px auto 2px;
but this.
margin: 0px 0 2px;
