I dunno for sure if that is what causes the issues, but this is wrong:
#logo a img.logo {z-index: 200; border:} <-- note nothing after the column
and this:
#primary {z-index: 15;) <-- note the '(' instead of '}'
not sure what IE 7 's css parser makes out of that mess.
