You only use vendor-prefixed properties (-webkit-border-radius and 
-moz-border-radius). Those are - of course - not recognized by other browsers 
(like IE 9 and Opera)

you should also use the unprefixed properties, like this:
.BLK_MENU_TITLE { 
/*...*/

 -moz-border-radius-topleft: 15px;
-moz-border-radius-topright: 15px;
 -moz-border-radius-bottomright: 0px;
-moz-border-radius-bottomleft: 0px;
 -webkit-border-top-left-radius: 15px;
-webkit-border-top-right-radius: 15px; 
-webkit-border-bottom-left-radius:
0px;
-webkit-border-bottom-right-radius: 0px;

border-radius: 15px 15px 0 0;
 }

The un-prefixed properties are supported by Opera, IE 9rc, Firefox 4, and 
Safari 5 / Chrome 9.
