I apologize if my question has been asked before or if  my question is 
paraphrased from someone  else’s. 
I'm trying to create a website that has a header, a  content part, and a 
footer – all within a container. The entire site should have  a height of 100% 
and should be cross browser  compatible. 

Now I have all this, except for one thing. The content  doesn't stretch to 
the top of the footer. I want the page to have a height of  100%, even if 
the content of the page isn't enough to stretch it to that. The  content 
should always be stretched down to the top of the footer, and the footer  
should 
always be at the bottom of the page, except if the content is larger than  
100% screen height, of course. 
I tried a bunch of things, and got more and more  frustrated with each 
failure.  I’ve  looked all over the web, and no luck so far. 
Any ideas?
