I have just tried Firefox 4 and indeed it works as expected there. So
this seems to be Webkit-specific issue.

Here is my use case: http://pics.kiwi-themes.com/client/index.xhtml
As you can see it's impossible to make the "About" window any smaller.
The only solution I can think of is to track cursor position with
JavaScript and resize the window when mousedown and mousemove events
fire.
